Default S2 Rear Disk Conversion Problem

Looking for a bit of advice

i bought a non running s2 erst and it has cosworth disks
all round, and the guy i bought it off said the brakes were pish
until they heat up.
now i was under it tonight and noticed it still has the rear brake
bias.

are you suppose to remove this when fitting rear disks???

any help or advice would be great

I would leave the bias there, defo needs one.
Not working from cold is more than likely just down to the pads/material.
