Focus: delay accelerating when changing gear

Ford focus 1.6 zetec 2001. It was recently serviced but after changing gear when you put your foot on the accelerator pedal there is a delay before acceleration picks up (there is a sort of surge before acceleration a bit like in an automatic car). It doesn't constantly happen and I notice it more changing to third fourth and fifth. It also happens if I take my foot off the accelerator to slow a bit and then step on it - it doesn't respond. I have searched posts but can't find a similar problem, it doesn't loose power as such and the speedo doesn't drop or anything like that. Could it be the timing belt? would that produce these symptoms? or does the cambelt need changing (it is coming up to the time when this has to be changed anyway).
