I believe that you would be able to still use the rack however it will be a lot heavier than a rack not designed for PAS. If your going to do this you will have to remove the PAS pump from the polly v belt as with no oil in it the bearing will get destroyed and cause other issues.

You can run a ps rack dry no problems, but as said would need to remove the pump.
The rack would seem a lot heavier due to obviously no ps, and the rack most likely being a bit higher ratio, less turns lock to lock, if you took the rack apart and removed the centre seal on the rack itself it would make it a bit lighter.
I built up a 2.2 turns lock to lock manual rack for roosie for his 3 door track car, that's as high as you can normally get.

The only way you can make them less turns lock to lock is to fit the appropriate rack and pinion inside the case, in the rack I did for roosie we used a manual rack case, I just took out the innards and replaced with matching 2.2 rack and pinion.
You need of course to be able to get the ratio you want, as having the gearing cut on a blank and getting pinion cut would be very expensive.
