Default Whats this??

Does anyone knot what this does? It lives on the back of the engine block on the turbo oil return pipe, next to the dipstick. Its leaking oil out the tiny pin hole on the top next to the brass bit. It also has a wire connected to it. Help appreciated.

Is it best to block the hole up or just get a new one?
