possilble actuator problem.

my saph has been stood idle for nearly 2 year's now. we got it running again the other night. i'm not sure if the actuator is working properly. should you be able to see it opening up while revving the car from the engine bay? any idea's as to what the rev's should be before it will open?
and another question..i'm not 100% sure where the vacum hose for the dump valve plumb's into. at the mo it's going into the hose that goes into the first fitting on the plenum. is that right??
the engine is also kinda hesitant to rev at first but the fuel in it is over 2 yr's old so i'm putting it down to that..

You wont see the actuator move until the engine makes boost.
Ideally, the dump valve will have its own connection on teh plenum, as will the map sensor and FPR.
