I had a similar problem, when there is no power to the dash and the ign does not come on then even though the car will start the altenator will not kick out any charge because it uses the power going to the ign light as a switching current to turn the altenator on, pisses me off that its been to an auto electrician and they dont know this, Mine had a brake in the wire that powers the dash, work out which one it is that gives ign 12v to the dash and replace it and all will be good

had kinda a similar problem; took me ages to figure out the battery light was not coming on with ignition, took the dash out and found that the bulb for the battery light had a dodgy connection (twist type fitment) wiggled it round a bit and it now completes the circuit and alloys the alternator to kick out a charge - remove the dash dial and get them checked out

Start engine and touch a LIVE wire against the IND terminal of the alternator, then remove it will now be charging, and you should have all lights, apart from the charge light of course!!
This wil confirm that the alt is working ok.
