Two very separate questions there. You can go as low as -60mm. The best height, however, is around standard.

ive bin lookin for 60mm springs on koni adjustables

would it rub on arches and handling wise what will it be like?

Inner edge tyre wear will increace dramatically unless you fit adjustable TCA's to compensate.

Arches and steering lock depends on tyre profile

195/50/15 or might be running 205/45/16 what would handling be like?
