Default swirl pot advice

i have just fitted a new alloy header tank and swirl pot and would like a piece of advice please. The small hose from the top of the swirl pot back to the header tank, is there supposed to be a continual flow of water back to the tank or is it just a sort of breather pipe. and what is best for cleaning these items to keep them nice and shiny
Thanks very much

it should be just the air seperated out of the top of the swirl- pot, wash the tanks with water, then Mer polish it, give em a regular wipe to keep on top.
