wiring problems hazard lights

wiring problems hazard lights
my next door neighbour as got a 1998 mondeo tdi. For no aparent reason the hazard waring lights came on 
Ive found out that the relay is (under the drivers side of the dash board), When i unplug it the lights stop flashing, But also the central locking stops working and the red flashing light next to the clock doesnt go out 
is it the relay thats at fault if so can it be replaced (cos it looks like one big relay box to me) and how much are they any help on this one will be great
