Can I cut the two metal tabs of it or does it use them for earthing ?

You can cut them off, but it will delete the braid around the wires which is there to stop any electrical interference and it needs to be grounded through these tabs, so if you do this it may not run perfect if it picks up interference from other electrical components, best leave it in place, as meatal sheilding is a defo good idea, particularly as it runs so close to dizzy.
