my wife has a puma 1.7, when you change up a gear the engine revs go up about 2000rpm when you put the clutch in, even with your off the throttle, they do eventualy come back down but it is very anoying,yet when standing still you can rev it up and it comes straight back down....must be a sensor but which one ?????

 

Check your throttle linkage and if needed clean inside the throttle body.

 

Would also be worth giving the ISCV a once over and possibly a clean if needed.
