Turbo kicks in at 5000rpm ???

Have a friend who has just bought a mk5 Escort with a Fiesta RS Turbo engine fitted.
It has a stage one hybrid turbo from Turbo Technics on it at the moment, & the ECU is good for 16psi.
The turbo is not kicking in until 5000rpm.
Is this normal or does he have a problem ???
