Firstly what car is it. As a rule no a boost gauge won't lie, but some of the cheap and nasty ones aren't very accurate. Whas the car running at before?

Well first off the chip shouldn't make any difference to what the car tries to boost at, obviously if it was trying to boost to say 12psi and u took the chip out then it would hit the boost limiter.

Still a bit hard to understand what you have written, are you saying the needle goes off the scale (gauge reads to 30 psi), but you only want to run 14-15 psi really?

No its not a good idea to run the car if its trying to boost past its limiter (standard ECU is set at 10psi). No i wouldn't turn the mixture screw yourself i'd get it dont as a very minimum on a CO analyser but ideally u want it checked on a rolling road. ERST are infamous for not being able to cope with high end fuelling and its just not worth the risk, especially seeing as you are getting the exhaust manifold glowing. The chip simply unlocks the boost limit, some have a higher limit, some are unlimited.
