Default Sapphire rusty boot catch area

Have to deal with this, would you try and source a rear panel and cut out an appropriate area and patch in or try and fabricate a repair from scratch?

I would grind it back to go fresh metal and go from there. Then cut a piece out to replace the rotton part.
