If you mean the border around the outside:

1. On your image, make a new layer
2. Select the Rectangular Marquee Tool from the floating toolbar
3. Make sure you have the ruler showing on your image so that you can get it even [Hold down CTRL and hit "R" to display/remove ruler]
4. Click and drag the marquee around towards the outside edge of your image - if you stuff it up [shit mouse or tirettes ] the short cut to deselect is to hit CTRL + D
5. When you're happy, in the top tool bar choose "Select", then from the drop down "Select Inverse" - you do this because obviously the inside of the marquee is currently selected for editing but you want to play around with the outside edge you just made
6. Put a colour you want in your foreground palette, select "Edit" from the top tool bar, then "Fill" then it's all gravy baby

Unless you meant the border around the letters?

That's even easier:

1. Make sure you have the text layer open
2. Go to "Layer" on the top tool bar
3. Select "Layer options" then "Stroke"
4. Choose the colour you want and the width in pixels, I normally use 1 pix
