What does this mean:

its do do with forum reputation, click the scales of justice bottom left of the post, and approve or disapprove of someones post, it goes green or red depending on which way you vote. admin can also set different comments for each level of rep and how many votes generates a new square.
it also depends whether admin have activated it for use.
