radiator fans!?

The radiator fans on my standard mk2 mondeo dont come on causing the engine to overheat. I have tried getting the fans to run off a seperate power source and this has no joy either. The drivers side fan spins freely by hand but the passenger one is really stiff to move, any suggestions? Ive got a haynes manual on the way so not sure if that'll help me either.
Next problem being that the front passenger tyre has bad wear on the inside of the tyre and ive had the tracking checked, could this be a camber problem?

If a fan is really stiff it is most likely seized or near enough so as to be useless.
You need to trace the circuit, the fans are I am sure controlled by the ecu on these ?, so you need to check it has the earth there, then disconnect the multi plug add earth and live and see what happens, in all likely hood you will need at least 1 new fan.
The tyre wear could be caused by many things, such as broken spring, bad wear on TCA joints, worn bearing to name a few obvious ones to check.
