Default 1:18 Steels
I'm trying to build a set of 1:18 scale banded 15" steels.

I can only seem to find a limited selection of 13" versions.

Does anyone have any ideas?

The 1/18 Model Icons Police Escort Mk2 & 3 has steel wheels on. Perhaps get a set & cut them up.
