Bonnet raisers do they work?

Ive heard that reduce the engine bay teperature upto 70% 
A few of my mates have got them on but havent noticed much of a difference. The vents on an RS dont let air in they let hot air out. when cold air passes over the vent it 'pulls' the hot air out. i presume the same thing would happen with the bonnet raisers.
but in my opinion, good fans on the rad and a clear air flow will improve water temps, and a big phat intercooler, water injection etc will cool act's.
