i had my forms 2dayand it just says that u can take up 2 4 ppl and they go 20mph.

so im not sure.

No helmets needed for parade lap I am pretty sure, my mate did one at castle combe in his escos and took a couple of mates in with him and none of them wore a lid

No, I did the RST one last year at national day with two mates in the car. No helmet needed
