Default spongy brakes on series 1 can anyone help?

Just fitted cosworth front discs on my series 1 and i'm using series 2 calipers with hi-spec spacer brackets. At the same time i have put new seals in the calipers and replaced the rear brake cylinders and shoes. Have bleed the brakes 3 times and still cannot get rid of the spongy pedal feel and 'long' brake pedal. Have also just replaced the master cylinder but it's still the same! can anyone help?

When I had the same problem on mine the bias valves were shagged (on bulk head) so I removed them and joined the pipes together with a joiner
