It makes sense the sqrt in the equation.
It is to do with fluid dynamics.
Take fuel injectors, running an injector at 6 bar, instead of 3 bar, will not increase the flow rate by 2 times, it will increase by 1.4 times.

However regarding efficiency 3 % may be (i believe is) correct from 8 to 9 : 1.
Following this 3 % logic, going from 1 : 1 to 2: 1 will make a 3% gain (it is acually infite).
From 8 to 7 you are talking about lossing much more than 3%, so from 7 to 9 you are talking about losing about 10% efficiency and power.
