Default Quick Question re actuators and wastegates

Is the is statement correct?

"The wastegate is normally shut(off boost), and as boost rises the actuator opens it to the required boost setting. Therefore lengthing the rod on the actuator will cause the wastegate to open further and lower the boost and vice versa."

Whilst I typed the above I came up with another one

Is there a scenario where you lengthen the rod so much that 'off boost' the wastegate is actually sitting open increasing lag?. If so is this common? or just a scenario where some fuckwit is playing around with his actuator when he really needs a different one to do the job properly.

Not insinuating I am the above mentioned Fuckwit its just a question that came to me whilst typing.

why would you lengthen it so the wastegate was open, that would mean it never produced boost

OK my scenario is this. Every now and again I hit the boost limit for my stg 1 chip. By lengthening the rod(just a half turn) it will increase the amount the wastegate opens further meaning the turbine and thus compressor don't spin as fast resulting in a drop in max boost pressure so I won't hit the limit. I don't have fancy boost control so it has to be set on the actuator.

This is how I understand it and I was after confirmation.

You have to remove the actuator altogether for that

Just pop the pipe of the actuator! something will get louder!

Confirmed.
Just do not extend it to less than 3mm preload ideally.
