Escort 1.8 Zetec 16v 1997

Been having a lot of problems trying to sort my slow rad fan speed working
Its a 1 fan 2 speed
low speed for when engine getting hot
high speed A/C

High speed works no problem
changed the 3 sensor switches
ECT engine coolant temp
ETS engine temp sensor/reader
Rad switch

also have changed to big green relay behind the battery

Took it to a snap on reader:
It read the ECT temp going up/down with high speed on off
it read ECT as have high volts ....????

stuck now...?

 

What determines the speed ?

How many wires to to the fan ? Is there one of those shitty resistor packs at the fan ?

 

4 wires to fan switch
then
2 wires to fan
&
2 wires to the resistor in picture

 

I swapped that out for another one from a KA still same problem

 

when I check resistance I set reader to 20k
and reading on that above
is
0.00 or 0.0

 

both the original and replacement were same reading
