EEC-IV 1V on PIN37-57

Hi,
I own a '91 4-door Sapphire/Sierra with a 2L pinto efi lump.
The loom was a mess when I bought it so I've rewired the thing based on original schematics, managed to start it but sometimes fuel pump just won't work.
The EEC-IV should have 12V on PIN37 and 57 as soon as I turn the key(this powers injectors, and controls the fuel pump relay through the ignition switch - as long as PIN22 is grounded).
Why do I have 1V instead of 12V sometimes? Does the EEC has some kind of protection system that disables 12V from the fuel system in specific cases?
