Is that the inner diameter, what would be the measurement on a 15" wheel

Its the measurement between 2 diametrically opposite holes , from one centre to the other .

in simple terms... if you drew a circle through the centre of all your wheel nuts.. the measurement across is the pcd. on a 4 stud just measure the centre of one bolt to the centre of the opposite one.

Unless it's a five stud rim in which case you draw a circle from the centre of the wheel through the centre of the wheel nuts and measure from the centre of the bolt through the centre of the wheel to the circle line the other side. If that makes sense
