...... who is qualified to inspect a vehicle and produce a 'Vehicle engineers report' for a conversion?

Local garage should be able to do this really.The only time I had to have one done was because of fitting a bigger engine,brakes and changing the suspension. It was for the insurance company but this was quite a long time ago.It only needed to be a piece of paper stating the parts were fitted correctly and was safe to drive.We owned our own garage back then so I had my sister type it up on the headed paper

Thought it may be. I'm converting a van with extra seats and just want proof its been completed properly.

No tests needed from VOSA, DVLA only want photographic proof to change the V5 and I just have to follow the DfT construction and use regulations regarding seat belts and seat fitment. The engineers report will be used to keep the insurance company happy!

You'd be better off asking the Ins co you are going to use, they may have a preferred Engineer and / or format of report.
