Im not sure about water getting into it when its raining, will it have any effect ????????

I think the Cosworth bonnet louvers are a bad design anyway as the nearside one is right above the coil and the offside one above the cone filter (Admittedly they had airboxes as standard)
Back to the question I don't think it's worth it imo, it may aid induction, but temperature is irrelevant as the air it will be heated up anyway (Hence why you have a decent intercooler)
Also, as you say, if you use the car in rain it will get covered in spray, in Ronnie's situation it's probably isn't an issue as it's used for track etc so far as I can make out?

water wouldn't be a prob unless it was a sidnificant amount.... remember Team ford have used water injection in their intakes before, as this cools down the fuel air mix and acts as focusing pointws for the flame in the power strokes..... also the presure in the intake system on the intake side ofthe turbo will be higher id are is forced in due to the forward motion of the car, so less effort required from turbo therefore less lag too! then there is the possibity of colder are into ther turbo due to position, this will lead to colder air out as the the heating effect of the turbo is relativly fixed so cooler mix into engine.
The down side would be if the filter fails there is a bigger likelyhood of forign objects getting into the turbo..... and that is not good . that tends to kill engines.
Would it be better there than down low, in front of the front wheel? (Like on Martin had on the Reyland Esc. at some point) Obviously with arch liners!
I think its a plus all round! Aslong as you clean it properly more often then you would i don't see many problems apart from alot of water getting in it. Apart from that
When i first built the 5 i didnt bother with an air filter/ pipe.
So it was sucking in hot air from around the turbo.
Then i put 2 90 hoses off the front of the turbo it turned right then down and put a big filter on it and a hose from under the car to give it some nice cold air.
It made quite a bit of difference and more responsive.
Also a mate has a very high power subaru legacy with new impreza engine/running gear. (600 odd bhp)
At one stage on the rollers he gained 70bhp by just opening his bonnet! His air filter was being starved of air and it was hot, as soon as it got lots of cooler air it jumped 70bhp without touching anything lol.
All it will cost you is a couple of hoses off ebay, try it!
