Ive recently changed the fucked turbo on my mondeo-130 tdci,but found that although the new turbo works it does not kick in till 3500 revs, today i put back on the vacuum from my old turbo which seems to rectified that but its still way down on what it used to be
-I just disconnected the MAF sensor and it drove the excact same without it-would it be safe to say that is my current problem?
any thoughts would be greatly appreciated

clear the fault codes caused from running it with things unplugged and try that, i bet its much better 
and if the turbo had failed then clean the MAF and boost temp+pressure sensors and all hoses as chances are theres a clamp slightly loose or something too.
