You have an indirect short to earth on the side light circuit (drivers side IIRC). When you switch them on it blows. Try it with the dash clocks disconnected.
You might find it is a case of following all the wiring down that side of the car until you find the damaged wiring...

im with daz on this , defo a short after the switched unit , if youve disconnected all the lamp units and the dash lamps then its a chaffed wire more than likely , you need to remove the column cover and take off the multiplug for teh sidelamps , find out how many wires feed the sides ( cant remeber if there split ) then trace that part of the loom
can be a lengthy process , but youll get there in the end !!

There's one more thing that no-one has directly mentioned .. I spent many hours trying to trace an intermittent fuse blow problem (only with lights switched on) a long time back ... On a crappy Montego.
It turned out to be a short (only when warm) in a backlit switch in the centre console .. namely the Electric LH window. So try isolating backlit switches, too ..
including the Lighting switch itself (in some way) Takin out the bulb, aint enough, obviously!
Pain-in-the arse prob this

open the boot unplug the plug which comes from under the car {fuel pump} car shut off plug it back in then start her again then i notice where the jack bolts to
the back panel with that little wing nut the end of the jack was cuting trough
the little loom which feeds the no plate light
