1990 xr3i poor running at low revs

Default 1990 xr3i poor running at low revs
A friend of mine has a 1990 mk4 xr3i that runs like shite at low revs but only when under load (driving along) it revs up perfectly, ticks over perfectly but kangaroo's when driving along normally .
he has changed - plugs- leads- coil pack - camshaft sensor- idle air control valve but its still the same . Has anyone got anymore suggestions? apart from scrap it!!

is it efi if it is i had the same problem and it turned out to be the throttle position sensor

He fiddled with the tps tonight and it's sorted out.

to set up the tps on the efi is it the same as the rs turbo to set up?
