Default brake efficiency ? MOT

mums cars got her MOT today and the rear brake/handbrake is rubbish...ive been adjusting t cos handbrake was quite high but still dont seem to work any better...on the last MOT it read....service rear brake left 146 kgf...right 179 kgf eficiency 25% then parking brake left 145kgf right 180kgf efficiency 25%...surely thats low or am i wrong ? this time surely going to be even lower being a year later ?

obviously by adjusting the handbrake you are only adjusting the slack in the cable, if the vehicle is fitted with drum brakes you have to slacken the cable off, adjust the rear shoes correctly then adjust the cable to suit!!

A handbrake effort of 25% isnt too bad

You ideally need to have the rear brakes apart and check the friction surfaces, and also see if the car has a load sensing valve, as that will prevent too much service brake effort being acheived unless the car is loaded. which may be why the service brake effort is similar to the handbrake.

Then as said adjust them properly, rather than just winding the cable up.
