There was a carb with venturi sizes 21 - 23 fitted to 1600 pinto sierra's, but the identity on the carb base would be 28/30 DFTH.
Also a 21 - 23 fitted to 1400 cvh fiesta, 28/30 DFTM, a 21 - 23 fitted to 1600 cvh fiesta, escort, orion, which was a 28/32 TLDM.
So you have a choice, need car year, model, auto/manual and lastly whether cat or not ?
Then I can tell you what you need yo know most likely(99%), but the above carbs are VERY different.

Your car has a 28/32 TLDM, this carb has two venturies, the primary is 21mm, the secondary is 23mm, hence the 23-21, the ford carb indentity is marked on the carb base and will be 2 letters and 2 numbers eg 89SF followed by 9510 then 2 or 2 lots of two letters.
The weber/solex identity will be28/32 TLDM followed by some numbers/letters.
Your ident will most likely be 86, or 89SF followed by 9510 AA, and weber ident 28/32 TLDM OA.
It is a downdraught, progressive twin venturi, with a vacuum controlled secondary venturi, uses a semi auto choke.
It is a very "eco" carb, hence the vacuum secondary, not a bad carb by any means but not "sporty" really.
It was the same carb fitted to the xr2 from 86, but if power is your goal then you could always fit the earlier 32DFT, as fitted to the mk3 XR3 and the 81-86 xr2, beware if buying there was a smaller venturi version on the 1300 fiesta from 78-82 with the engine code J3E, this had 22/22 venturis the xr2/3 version had 24/25 but was a mechanical secondary, the secondary opening at about 2/3 of the primary opening.
With the carb change from 32DFT to 28/32TLDM came a drop in power from 96bhp to 84bhp.
The 28/32TLDM does suffer badly from seized vac secondaries, due to easy driving all the time, the vac secondary jams due to lack of use, this drops power to around 60bhp, so is very significant.
They can be tweaked free by cutting 1 1/2 coils from the vacuum spring, inside the large cover, this lets the secondary open much earlier.
