problem wit idle speed valve for escort

i have a proplem wit my escort it keeps revin at 4500rpm when sittin idle and while drivin, ive replaced the idle speed control valve but has made no difference. please help

If you've replaced the valve with a known good one, or new one then it isn't that at fault, unplug it and see what happens, if it now drops, or cuts out/stalls then the ecu is telling the valve to open this much, and that is a different fault, most likely CTS related.
If this makes no difference you need to look elsewhere, the engine can ONLY run at this speed with AIR, ie something somewhere is letting in enough air to allow this, maybe a pipe off ?, split hose, leaking gasket, this will be between the throttle flap and the engine as it has to be that side, it is amazing just how small a pipe off or leak will be needed for this.
You could spray easy start around the flanges of the inlet, if it is leaking and sucking in air, it will suck in this and you will hear the note of the engine change.
