For the revs to be high then the ISCV would be doing this, if the engine is never getting upto temp then the CTS (Coolant temperature sensor) will always be sensing cold temperatures hence a richer mix and a higher idle. I don't think it will be the power steering switch or the CTS, this would not effect the engine temperature what so ever, the thermostat would though (Stuck Open), although it would still get warm just not upto the desired running temp that it otherwise would with a good thermostat so check this first.

Its a bit of a difficult one to answer on this one I recon without actually plugging in diagnostic equipment into the ECU to test the feed from the sensors. You could end up changing the thermostat, idle control, and every other bit of equipment on it to track down the problem.
Take it to a garage and get them to look at what the ECU figures are putting out before changing anything.
And yes, T reg 1.4 fiestas are EFI, so they do not have a choke, the ECU controls the amount of air and fuel being put in during the warm up cycle according to the sensor readings so a "choke" is not needed.

I don't think it's any sensors etc, this WON'T stop the engine from reaching it's temp. A choke is a physical flap that "Choked" (Hence the name) the air passage on engines fed with a carburettor, as said on FI engines the engine management enriches the fuelling accordingly and ups the idle electronically, it's knows to do so via information from sensors, the main one being the CTS (Coolant temperature sensor).
