Should a new turbo have slight play in the shaft?

New i wouldn't have thought so but if it's only slight side side i wouldn't worry too much imo

Yes but only slighty.

Think os it this way there isnt any oil in there ATM.

Install it onto the car. run the engine for a few mins, turn off then check the shaft.
