Cut it out, weld a plate back in and make it like new. my best guess...
I think there is like a paint or something im sure i saw that "kills" rust. try that?

Must be keeping you awake. It's 2.33 am and your thinking about rust lol lol.
If you wanna hold it back a bit for now get some stuff called kurust by Hammerite. Paint it on and it causes a chemical reaction and in 3 hours rust has turned black. Ideally cut it out though mate and do it proper or it will come back and bite you in the arse.

But as said before, cutting out & welding a new bit in is the final solution.
