Most tyres are the same amount of ply, for the same use, ie car tyres whatever the size will be a certain amount, the ply amount normally changes with tyres designed for much heavier loads like commercial tyres, will be marked on sidewalls.

I suspect (and Im guessing) that he is referring to the fact that heavier vehicles such as 4x4s may at times end up on the wrong side of the law when low profile, large diameter tyres for cars are fitted. You must pay heed to the load rating printed on the sidewall and these should at all times exceed half of your gross axle weight.

As tabetha states ply is cosistant with cars mostly ,but I think tyre pressure is the main change cos as rim size gos up tyre side wall gos down (aspect ratio) so you have less room for squish so I think you put the pressure up thare are chart for this so give it a google. just one more thing when fitting bigger rims you have to keep over all wheel hight the same to keep the gearing the same .
