The fine is for "Failing to display a valid tax disk" so he could still get done if stopped by the Police as his not displaying the disk, but if the police do a tax check it will show up as taxed. Just dont park it anywhere either

Legally no, there's failure to display, a valid tax disc to start with, in practice yes no problem, especially if it is less than 3 months since it ran out, plod are actually asked not to report tax unless 3 months overdue, odd and wrong imo.
Just keep a printout of the online application in the car, if he is stopped the case would never get to court even if he met a stupid cop, I mean it's a legal requirement that all your driving docs are carried when driving but no one gets done, as the cops realise leaving all this identity in every car would be a open invitation to any thief.

Displaying your tax disc
If you use the electronic vehicle licensing service or tax by post at the end of the month, there’s now an exemption for not displaying a tax disc. This exemption covers the first five working days of the month to allow time for the new disc to arrive in the post. While you are still waiting for your tax disc you will need to display your current tax disc. The exemption only applies if applications are made before the current tax disc or SORN expires.
Note the last two sentences - the exemption doesn't apply because
A) the first 5 working days have passed, and
B) your mate's tax has already expired
As said, though, he'd have to be VERY unlucky to get caught or into any bother once the tax disc is bought & paid for
