Default administration fee ?

I got done going over white lines and so have 3 points and have to pay a £60 fine.

Reading the piece of papers smallprint apparently i also have to pay a £30 administration charge, is this correct ? some people say its only if your offered to go on a course, which i havent been, as i wasnt caught speeding.

I dont see why it costs £30 to simply send my license to dvla and back ? Obviously i have no option of doing this myself for the price of a few postage stamps...

I seem to recall that New Labour brought this in as a way for is nasty, naughty, motorists to contribute to the fund for criminal compensation for victims of real crimes like assault, burglary, etc - because it is obviously harder to get cash from the perpetrators of those kind of crimes.

you need to send license in and that is where admin charge comes in IIRC.
i took the driver alertness course, cost me £165 but kept my licence clean.
same offence as it goes, although i still maintain it was the safest thing to do in that situation as i caused no harm or distress and would have stopped someone having to slam on a couple of hundered yards up the motorway.

if i had done what the copper said, slammed my brakes on, gone into the car behind, i can garantee id still be in jail now for dangerous driving, they would have thrown the book at me.
