Closed loop is neither of those things, in a nutshell, it is a system that measures information and makes intelligent alterations based on that information.

So, a closed-loop fuel system uses a lambda sensor to monitor and trim the air/fuel ratio towards a target value. However it isn't limited to fuel systems. My RST ran closed loop fuel and boost.
