I paint quite a few bike frames!
Easy to do with rattle cans, just take your time! Few light coats of primer, leave over night, then a few light coats of top coat, leave overnight, then a few coats of lacquer. Take your time and keep the coats light to avoid runs.
Surface prep is vital too, luckily I have access to a sand blaster to get the frame back to bare metal first. If you rub it back with wet and dry paper to give the surface a good key for the primer to stick to, then a good wash and rinse with hot soapy water you should be fine

i would say pay and get it powder coated, works alot better on bikes, alot stronger than normal paint.
we get frames powderd for around £25 that includes blasting them and little bit of filling ( you would be suprised how many new frames have filler in them! ) and powderd in any colour.
but if you really wanna do it yourself then linke Rich170 said just go halfrauds and get paint from there.
