N/A Tuning experts, Advice Please?

My mate took the new 205 Rally car to Skip Brown today for a setup, Spec is as follows.
1360 Tu series engine, alloy block
Lightened and balanced bottom end,
Head has been Ported, polished, gas flowed etc.
Standard compression ratio (as far as i know)
A random inlet manifold which has been smoothed out and matched to the head,
Twin Webber 40 DCOE's
Some 4-2-1 manifold, not sure of make but its a goodun, modified from 106 to 205 fitment by me. (not an amazing job but should flow pretty well)
Piper Vernier Pully
Piper Fast road cam
Standard ignition with new cap, rotor, plugs and magnecor competition leads.

I assume this is at the wheels.
it runs really well, and certainly goes a lot better than the old car which was a standard engine.
what would you say would be holding this back so much? we are thinking the cam, as it is the mildest of the piper range for this engine,
Unfortunatly the rally spec cam requires uprated valve springs so is a head off job

sounds like the work hes done is a waiste tbh as running standard comp.
should breath slightly better with what he's done but tbh just wacking 40's on an engine wont do a fat lot, just sounds like it does lol.

Unfortunatly we havent got a graph, its quite an old rolling road, so maybe inaccurate?! but the operator, who knows his peugeots, expected to see more from it.
the fuel pump is a bit of a strange setup. its the standard injection intank pump, with one of the facet regulators designed for this with a bleed back to the tank so the pump isnt pumping against a shut valve all the time. and just passing around 3 psi to the carbs. any more and it overgets the needle valves and floats.
im pretty certain its not fuel related though, as said, it runs well and he was happy with it all the way to the top emissions wise.
compression ratio could be the issue i suppose, we bought the engine ready built, but second hand, the previous owner fitted it, had it running, but then broke the car for bits.
if we decide to do the cam and valve springs i will measure the comp ratio.

Bit of a a pointless exercise then, the idea esp with mods on a RR is to try things, nothing to stop you dialling in some extra ignition advance.
Years ago had a 1700 x flow with mexico mk1 cam on a C3 auto box, set up at autopoint RR.
all they did was set the timing to the std 1.6 figure despite the mods I told them about, did a power run, 70@wheels, I said about doings timing swing, not necessary he said, b******s I thought, so set about it at home.
It was bosch dizzy and had a nice convenient window in the dizzy body(after removing plug bit) so I kept advancing and trying up the road, till I got a good low down advance figure, then kept knocking back the stop for the advance retard weights to limit max advance, after a day of faffing around it was perfect, so so much better, and 88bhp when measured later, a free increase.
