Won't take imo with any powder coat left on it.
Best to get blasted or better chemically stripped.

If you do decide to get it stripped make sure you get it chemicaly cleaned as blasting can cause the alloy to crack once it heats up with engine heat.
I have known one to shatter because of the heat and the swelling of the glass beads which were embedded in the alloy.

ive used normal 2k paint on an engine block and head before and the heat never brought it off or dulled it so i dont think high heat paint is always neccesary

as aleady said, done a few, just scuff the surface of the powercoat and get some paint on.
don't need high temp paints it won't get mega hot anyway.

Yea agree with what peeps have said ive painted onto powdercoat before and its been fine using 2k paint, just a keyup with a bit of red scotch is usually ok.

Obviously in an ideal world its always good to start with a clean base to work from ie bare metal but isnt needed!!
