I think the interpretation is:
As many fags as you or your mate in the Transit can carry so long as they are the brand you smoke, i.e. Don't be fooking silly and bring back loads of different brands that you can sell to everyone down the pub.
So long as it's one brand (per person in the Luton bodied Transit) and you can convince customs that you're a heavy smoker of this particular brand, and you're not going back for more on Thursday, you should get away with it.
