You should be able to buy it without paying road Tax;
Can't find the rules about export within the E.U yet
Personal export
Under the ‘personal export’ scheme, a vehicle can be used on UK roads for a limited time before exporting it to a country outside the EU. You must either be an overseas visitor to the UK or a UK resident intending to live outside the UK for six months.
UK residents can use the vehicle in the UK for up to six months but the vehicle has to be taxed. Overseas visitors can use the vehicle for up to 12 months without tax. A registration mark will be given from the ‘XA – XF’ range and a pink registration certificate (VX302) issued. These vehicles are subject to the first registration fee.
DVLA local offices that deal with personal exports are:
Beverley, Birmingham, Bristol, Chelmsford, Glasgow, Leeds, Lincoln, Maidstone, Manchester, Northampton, Norwich, Oxford, Stockton, Wimbledon.
Exporting a vehicle under the direct and personal schemes
ALSO;
Exporting your motor vehicle to another EU country from the UK
If you buy a new motor vehicle in the UK to take to somewhere else in the EU, you'll have to pay VAT on the vehicle in the other country when you arrive there. You won't have to pay UK VAT when you buy the car if you do all three of these things:

- you and your supplier complete and sign form VAT 411 and send it to the address on the form

Nope, for an EU export you will have to pay the first registration tax and the RFL.
There's no refund on the first reg tax, but you can reclaim all but 1 month of the tax disc when it leaves the UK and get it home (it needs to be taxed somewhere until you get your Irish tax purchased) unless you trailer it and keep it off-road.
