Mondeo running rich help!!!!!

have got a 99 mondeo 2l petrol which has a lpg conversion.
problem is the co won't come down.
runs rich on either petrol or lpg. have checked the wiring for continuity & had it pluged into a scanner which just shows it running rich, no sensor faults. tried 2 lambda sensors which appear to be working. engine not running & ignition on I get approx .46 volts from the signal wire which is apparantly correct.
I can reduce the fuelling on the lpg system manually when I do this though its struggles to idle & cuts out.
