Hi, I'm having the same problem of sorts on my 1.6 escort. My revs go high when i tap the accelorator and hang for 2 or 3 seconds before returning to normal. I removed and cleaned the ICV but no better so I have just bought and fitted a brand new one only to find its still doing the same. The car works perfectly when its at temperature and I remove the wires to the ICV. Any help anyone please?

Cheers cosman. I checked the cable and housings but nothing visible. I did however disconnect the battery for half an hour incase it would reset the ststem or something, and also tighten up the 2 jubilee clips on the hose from the air filter and hey presto! It now works like a charm again. Im guessing it was the clips rather than disconnecting the battery..? Cheers dude!
