Whats involved in a vic check??

Whats involved in a vic check?? Is it just the ID or do they check everything on the car like an mot?
The car in question was a cat C some years ago and my mate has just bought it and is unable to tax it until is goes through a VIC.

Only id check, you can drive it to the test center but must have insurance and MOT.
