Where an officer has reasonable grounds for believing that a motor vehicle is being used in a manner which contravenes Road Traffic Act Section 3 (Careless Driving) OR Section 34 (Driving elsewhere than on a road) AND also the manner of use of the vehicle is causing or has been causing or is likely to cause, alarm distress or annoyance to members of the public
In a nutshell if a police officer believes you to be using your vehicle “in manner causing alarm, distress or annoyance” he or she can then issue you with a written warning which is valid for 12 months. If you are seen to be repeating the offence (I’ll call it that for now) having already recieved a written warning then you car can be siezed there and then.

You should have been given a piece of paper which has an explanation on it.

It lasts for 12 months, if you get another one they take your car away, and you end up paying storage and recovery fees.

My mate sparky fucking loves them, reckons its the best thing ever, cause around here they give you them for drifting, he gets one perhaps once every 10 nights that he goes out drifting on the road, and never gets dangerous driving or anything like that anymore since they started giving out the 59s, so he just figures it costs him 20 quid a night to go drifting on the streets, which is far cheaper than a trackday, and his licence never gets any points.
He's bought his car back 2 or 3 times now

your mate sparky sounds like a bit of a plum then, drifting imo should be for the track only , i know it happens but all it takes is one little mishap and people could get seriously injured......but i wont deny it is fun to watch lol.
the traffic police issued 18 of these section 59s to scrotes in weston super mare retail park and actually seized a saxo lol

Its mainly places like the road round the local industrial park, so the odds of someone getting hurt are pretty low IMHO but im not about to defend it, you are welcome to your opinion

It goes on the car reg yes, so some1 else can be driving, and they take action still,
but it ges on your name aswell, so any othr car your driving, if caught in that car theycan take that one also.

If you buy a car with one on, it also applies I believe, which is just the most ridiculous thing in the world really, especially as there is no way that I am aware of to check if a car is 59'd before you buy it.
